Application for registration.—Every operator of a loudspeaker during an election carrying on the use of loudspeakers during an election shall make an application for registration to the Electoral Registration Officer in Form 2B, within fourteen days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every account of election expenses held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
