Application for registration.—Every manufacturer of voting machines carrying on the manufacture of voting machines shall make an application for registration to the Election Commission in Form 17A, within three days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every account of election expenses held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
