Surrender of certificate.—Every ship recycler who ceases to carry on the recycling of ships shall, within forty-five days of such cessation, surrender the certificate of registration to the Director-General in person or by registered post, and shall inform it in Form 7 of the manner in which every bill of lading held by him has been disposed of.
