Conditions of registration.—Every registrar of births and deaths shall carry on the registration of births and deaths only at the premises specified in the certificate of registration, shall keep every inventory of the estate in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such inventory of the estate for inspection on request by the Probation Officer, and shall not part with the certificate of registration to any other person.
