Surrender of certificate.—Every registrar of births and deaths who ceases to carry on the registration of births and deaths shall, within fourteen days of such cessation, surrender the certificate of registration to the Registrar of Marriages in person or by registered post, and shall inform it in Form IV of the manner in which every register of deaths held by him has been disposed of.
