Surrender of certificate.—Every manufacturer of motor vehicles who ceases to carry on the manufacture of motor vehicles shall, within seven days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 38 of the manner in which every trip sheet held by him has been disposed of.
