Safe custody.—Every publisher of a report of proceedings of the Legislature shall keep every ballot paper to which these rules apply in a receptacle or place reserved for the purpose at the premises where the publication of reports of proceedings is carried on, shall record in Form 26 the description of every ballot paper so kept and the date on which it was received, and shall furnish a copy of the record to the Election Commission within three days of the close of each year.
