Conditions of registration.—Every publisher of a report of proceedings of the Legislature shall carry on the publication of reports of proceedings only at the premises specified in the certificate of registration, shall keep every nomination paper in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such nomination paper for inspection on request by the Expenditure Observer, and shall not part with the certificate of registration to any other person.
