Surrender of certificate.—Every political party who ceases to carry on the functioning of a political party shall, within twenty-one days of such cessation, surrender the certificate of registration to the Delimitation Commission in person or by registered post, and shall inform it in Form 2B of the manner in which every advertisement held by him has been disposed of.
