Surrender of certificate.—Every consignor who ceases to carry on the consignment of goods by railway shall, within ninety days of such cessation, surrender the certificate of registration to the Railway Claims Tribunal in person or by registered post, and shall inform it in Form D of the manner in which every parcel held by him has been disposed of.
