Maintenance of premises.—Every owner of a fishing vessel shall keep the premises where the operation of a fishing vessel is carried on in a clean and orderly condition, shall provide for every berth kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the operation of a fishing vessel, and shall furnish to the Mercantile Marine Department in Form 5, within fourteen days of the commencement of these rules, a plan of the premises showing the place so set apart.
