Surrender of certificate.—Every owner of a fishing vessel who ceases to carry on the operation of a fishing vessel shall, within fourteen days of such cessation, surrender the certificate of registration to the Mercantile Marine Department in person or by registered post, and shall inform it in Form 8 of the manner in which every port clearance held by him has been disposed of.
