Application for registration.—Every owner of a fishing vessel carrying on the operation of a fishing vessel shall make an application for registration to the Mercantile Marine Department in Form 8, within sixty days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every cargo held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
