Application for registration.—Every employer carrying on the employment of persons shall make an application for registration to the Corporation in Form 1, within twenty-one days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every register held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-two days from that date.
