Surrender of certificate.—Every aggregator who ceases to carry on the enrolment of subscribers in a group shall, within ninety days of such cessation, surrender the certificate of registration to the Central Board in person or by registered post, and shall inform it in Form 5 of the manner in which every claim held by him has been disposed of.
