Surrender of certificate.—Every transporter who ceases to carry on the transport of excisable articles shall, within seven days of such cessation, surrender the certificate of registration to the Deputy Commissioner of Excise in person or by registered post, and shall inform it in Form B of the manner in which every excise seal held by him has been disposed of.
