Conditions of registration.—Every owner of a private siding shall carry on the working of a private siding only at the premises specified in the certificate of registration, shall keep every register of consignments in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of consignments for inspection on request by the Commercial Inspector, and shall not part with the certificate of registration to any other person.
