Application for registration.—Every operator of a vehicle carrying hazardous substances carrying on the transport of hazardous substances shall make an application for registration to the Biodiversity Authority in Form II, within thirty days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every monitoring report held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
