Conditions of registration.—Every owner of premises used as a polling station shall carry on the use of premises as a polling station only at the premises specified in the certificate of registration, shall keep every account of election expenses in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such account of election expenses for inspection on request by the Presiding Officer, and shall not part with the certificate of registration to any other person.
