Application for registration.—Every banker issuing instruments carrying on the issue of bills of exchange and promissory notes shall make an application for registration to the Superintendent of Stamps in Form F, within seven days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every stock of stamps held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
