Application for registration.—Every owner of a building in a village carrying on the construction of a building in a village shall make an application for registration to the Panchayat Samiti in Form 6, within fifteen days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every licence held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
