Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a cyber cafe dies, his legal representative shall, within sixty days of the death, intimate the death to the Chief Controller of Explosives in Form VIII, surrender the certificate of registration to it and furnish a statement of every register then held; and the Chief Controller of Explosives shall enter the intimation in the register within forty-five days of its receipt.
