Custody of the register.—The register maintained under these rules shall be kept at the office of the Chief Controller of Explosives in the custody of the Licensing Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Chief Controller of Explosives; and where the Licensing Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form IV within fourteen days of the succession.
