Surrender of certificate.—Every publisher of a report of proceedings of the Legislature who ceases to carry on the publication of reports of proceedings shall, within forty-five days of such cessation, surrender the certificate of registration to the Election Tribunal in person or by registered post, and shall inform it in Form 12 of the manner in which every register of voters held by him has been disposed of.
