Application for registration.—Every publisher of a report of proceedings of the Legislature carrying on the publication of reports of proceedings shall make an application for registration to the Election Tribunal in Form 6, within three days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every report held by him on the date of the application, and shall keep a copy of the application and of the statement for three days from that date.
