Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of a report of proceedings of the Legislature dies, his legal representative shall, within ten days of the death, intimate the death to the Election Tribunal in Form 6, surrender the certificate of registration to it and furnish a statement of every poster then held; and the Election Tribunal shall enter the intimation in the register within thirty days of its receipt.
