Surrender of certificate.—Every manufacturer of voting machines who ceases to carry on the manufacture of voting machines shall, within twenty-one days of such cessation, surrender the certificate of registration to the Electoral Registration Officer in person or by registered post, and shall inform it in Form 6 of the manner in which every account of election expenses held by him has been disposed of.
