Manner of service of orders.—An order or notice under these rules shall be served on the manufacturer of voting machines to whom it is addressed by delivering it to him personally, by registered post with acknowledgement due at the address specified in Form 2A, or by electronic mail at the address furnished by him; and the Electoral Registration Officer shall record the manner and the date of service within fourteen days of the service.
