Application for registration.—Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application for registration to the Public Accounts Committee in Form GFR 19, within sixty days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every purchase order held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
