Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the Drawing and Disbursing Officer shall apply to the Public Accounts Committee in Form GFR 12-C for a duplicate, accompanied by a fee of two thousand rupees, and the Public Accounts Committee shall issue a duplicate certificate marked as such within sixty days of the application.
