Surrender of certificate.—Every Drawing and Disbursing Officer who ceases to carry on the drawing and disbursement of funds shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Public Accounts Committee in person or by registered post, and shall inform it in Form GFR 22 of the manner in which every bill held by him has been disposed of.
