Surrender of certificate.—Every keeper of a public building who ceases to carry on the keeping of a public building shall, within forty-five days of such cessation, surrender the certificate of registration to the Appellate Authority in person or by registered post, and shall inform it in Form C of the manner in which every petition held by him has been disposed of.
