Surrender of certificate.—Every clearing and forwarding agent who ceases to carry on the business of clearing and forwarding shall, within fourteen days of such cessation, surrender the certificate of registration to the Registrar of Warehouses in person or by registered post, and shall inform it in Form E of the manner in which every account of sales held by him has been disposed of.
