Application for registration.—Every operator of a shelter for the homeless carrying on the running of a shelter for the homeless shall make an application for registration to the District Vigilance and Monitoring Committee in Form IV, within twenty-one days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every identity card held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
