Application for registration.—Every person carrying on an industry carrying on the discharge of effluent shall make an application for registration to the Principal Chief Conservator of Forests in Form VIII, within seven days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every sample of effluent held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
