Conditions of registration.—Every foster parent shall carry on the foster care of a child only at the premises specified in the certificate of registration, shall keep every register of deaths in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of deaths for inspection on request by the Registrar of Births and Deaths, and shall not part with the certificate of registration to any other person.
