Safe custody.—Every operator of a private security service in a cantonment shall keep every pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the provision of security services in a cantonment is carried on, shall record in Form C the description of every pass so kept and the date on which it was received, and shall furnish a copy of the record to the Cantonment Board within thirty days of the close of each year.
