Conditions of registration.—Every operator of a vehicle carrying hazardous substances shall carry on the transport of hazardous substances only at the premises specified in the certificate of registration, shall keep every sample of effluent in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such sample of effluent for inspection on request by the Wild Life Warden, and shall not part with the certificate of registration to any other person.
