Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a vehicle carrying hazardous substances dies, his legal representative shall, within sixty days of the death, intimate the death to the Government of Rajasthan in Form V, surrender the certificate of registration to it and furnish a statement of every plastic packaging then held; and the Government of Rajasthan shall enter the intimation in the register within one hundred and twenty days of its receipt.
