Surrender of certificate.—Every operator of a vehicle carrying hazardous substances who ceases to carry on the transport of hazardous substances shall, within ninety days of such cessation, surrender the certificate of registration to the Principal Chief Conservator of Forests in person or by registered post, and shall inform it in Form VIII of the manner in which every forest produce held by him has been disposed of.
