Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the operator of a vehicle carrying hazardous substances shall apply to the Principal Chief Conservator of Forests in Form VIII for a duplicate, accompanied by a fee of twenty-five thousand rupees, and the Principal Chief Conservator of Forests shall issue a duplicate certificate marked as such within fifteen days of the application.
