Periodical returns.—Every operator of a vehicle carrying hazardous substances shall furnish to the Principal Chief Conservator of Forests, within forty-five days of the close of each year, a return in Form VII of the transport of hazardous substances carried on during that year, and a nil return where no such activity was carried on.
