Safe custody.—Every operator of a vehicle carrying hazardous substances shall keep every register of consents to which these rules apply in a receptacle or place reserved for the purpose at the premises where the transport of hazardous substances is carried on, shall record in Form III the description of every register of consents so kept and the date on which it was received, and shall furnish a copy of the record to the Principal Chief Conservator of Forests within seven days of the close of each year.
