Surrender of certificate.—Every political party who ceases to carry on the functioning of a political party shall, within seven days of such cessation, surrender the certificate of registration to the State Election Commission in person or by registered post, and shall inform it in Form 17A of the manner in which every register of voters held by him has been disposed of.
