Safe custody.—Every owner of a contract carriage shall keep every insurance certificate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the plying of a contract carriage is carried on, shall record in Form 30 the description of every insurance certificate so kept and the date on which it was received, and shall furnish a copy of the record to the Licensing Authority within fourteen days of the close of each year.
