Surrender of certificate.—Every captive generating plant owner who ceases to carry on the operation of a captive generating plant shall, within twenty-one days of such cessation, surrender the certificate of registration to the Grievance Redressal Forum in person or by registered post, and shall inform it in Form IV of the manner in which every licence held by him has been disposed of.
