Custody of the register.—The register maintained under these rules shall be kept at the office of the Chief Commissioner in the custody of the District Social Welfare Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Chief Commissioner; and where the District Social Welfare Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form II within sixty days of the succession.
