Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the petitioner before an authority shall apply to the Controller in Form A for a duplicate, accompanied by a fee of fifty rupees, and the Controller shall issue a duplicate certificate marked as such within twenty-one days of the application.
