Custody of the register.—The register maintained under these rules shall be kept at the office of the Registering Authority in the custody of the Deputy Press Registrar, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Registering Authority; and where the Deputy Press Registrar having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form II within twenty-one days of the succession.
