Application for registration.—Every hostel for students of Scheduled Castes carrying on the running of a hostel shall make an application for registration to the Rehabilitation Council in Form VI, within thirty days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every grievance held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
